HELP!!!

ok any one out there willing to listen...i need your help!!!! i have a whole bunch of anime pics from off the computer and some of them i dont like the coloring....how do i change the color of their hair with out changing the pic? how would i change their eye color...is there some kinda program i need? some one help me please

u can just use the paint program thats on every computer zoom in on the part u want to change the color of and color it when u zoom right back out it looks great
